508 compliance testing plan should be part of the deliverables

A 508 test plan should be part of the acceptance criteria by Procurement and should be included as part of the deliverables for contractor services for software/web development.

This will force vendors performing contractor services to incorporate Section 508 in the requirements and will make them code ground up for 508 from the beginning. This is not only cost effective and efficient but will ensure the vendor tests the application for 508 compliance. 508 will not be an afterthought.

  1. Yes, it should be...but of course it will only be as good as the tester who does that test. However, in the long run it may alleviate some of the burden on the agency testers. I can't even imagine some of the stuff they must see.

  3. Do you mean test plan or testing results? The latter should be part of what's delivered to the customer -- the results of the testing the vendor must have done in order to even begin filling out an honest VPAT. A test plan doesn't give the agency much information....

    BOTH. The vendor will be provided a testplan which should be filled with results on completion of contractor services.

    the test plan will have the applicable provisions. For instance if it is web development that vendor will respond to 1194.21,1194.22 1194.31 and 1194.41.

    We all know from experience it would be nicer to have a true pat instead of a vpat which most of the time does not accurately reflect the true compliance of the product. Thats is why is called voluntary.

    Whereas when we include testplan(results) as part of the deliverable and acceptance critera the vendor is accountable to make the product compliant especially if we have the applicable section 508 clauses in the base contract by Procurement.

First:The Agent that is dealing with ALL this data,When putting together the complete "PACKAGE" They Must have Compassion?, Understanding?,To get "HELP",Not just "TURN THE CLINT DOWN",Keep stacking paper?   6. GSA develop testing standards, all software developers use it and report it out on proposal. GSA can randomly test sw as they do the RFPs and Solicitations.
