Should the Federal government enhance the Section 508.gov website into a robust Web Portal by collaborating with the IT industry to centralize expertise to provide education, testing tools, and professional development? What else could this portal provide?

If GSA, OMB, or another agency will sponsor a community of practice, this could be possible and certainly is needed.

Nice to know our Moderator is paying attention to all those good recommendations!
In my opinion there may only be a need to get such a community started. Once it's working, it should be self-sustaining. It'd be better to have it accountable to its most actively participating members than to a funding source. It could easily be an outgrowth of all the informal 508 Coordinator chatter, especially if it welcomed participation from other parts of the public sector.

Section 508.gov definitely needs revamping and needs to be more user friendly and succint. I always refer my vendors and projects to USPTO WEBSITE- http://www.uspto.gov/web/offices/cio/s508/07contained.htm#standard_a
and the access board website which explains the provisions clearly in lay man's language withe examples
