It is hard enough for agencies to collaborate between one another, but what is harder is collaboration with States, Academia, Advocates, and Industry. A government focused community of practice should have contributors from all these perspectives since they are all stakeholders in Section 508. In order to navigate Federal Advisory Committee Act (FACA) rules, a sponsoring agency is needed.

I dunno; according to the theory, the strength of a real community of practice is that it ignores organizational roles and boundaries -- in fact, it challenges them directly by saying "we care only what you know and want to contribute". We need some sparkplugging support and help with outreach, but I'm not sure a sponsoring agency is the best way to go.

GSA has stuatory responsibility to provide assistance, advice, expertise and leadership on implmentation and management of Section 508 and uses the www.section508.gov website to serve that role. How can we improve that website to involve, not just Federal agencies, but all stakeholders?

Alas, a website is not a community. Section508.gov needs to be more than a place that you go to look things up. The Accessibility Sub-Council of the Federal Web Managers Forum would be a great partner in finding methods to foster collaboration and coalesce a community of practice.
