Is inaccessible ICT the number one systemic barrier to competitive employment opportunity in the Federal government? For example, if an online application system like USAJobs is not accessible to people with disabilities, applicants with disabilities will never get through the virtual front door of applying for a job. Once an individual with a disability is on board, if they are not provided equal access to information and communication technology and training, they are limited in their opportunity for retention and advancement. How can people with disabilities attain competitive employment with out accessible technology? How can people with disabilities maintain our competitive edge and attain the necessary training and skills without accessible technology to advance into leadership? Do these IT barriers result in extensive cost to government and possibly result in systemic discrimination of applicants and employees with disabilities?
