Should OMB, OPM, GSA and other departments and agencies develop formal inter-agency agreements, establish senior executive leadership positions like a Chief Accessibility Technology Officer, demand greater inter-agency collaboration and coordination, and devote the necessary and sufficient resources to eliminate barriers to ensure accessible ICT?
I was hired by the government to help make our videos and streaming webcast captioned. However, I realized our video equipment is out-dated and not able to work with our new captioning encoder (HD/SD compatible). To obtain new equipment, it takes months to years to get such equipment. Is there a way we can speed up this process within the government agencies?

I propose expanding the funding of the CAP office to implement a hotline for all accessibility issues. They are already the subject matter experts. This hotline could help disabled individuals with their technical questions, provide a clearing house to disseminate technical tips, and serve as a focal point for reporting/tracking non 508 compliant websites/applications.
Establish methodology for contrast, magnification, volume, clarity and limits of background noise and establish functional criteria for persons with vision or hearing loss and provide interoperability standards between information and communication technology and assistive technology for people with vision or hearing loss.

Perhaps I'm missing something but where is this Strategic Plan that is open for review? I was under the impression this would be a discussion about the plan in its current state but there seem to be only small exerts presented in this forum. Was that the intent and if so could someone explain why?
Grandfathering: allow old documents to be OCR scanned and "grandfathered" in without full compliance. There are reams of info that may never be available to the public if people are afraid to put them out there for lack of resources and fear of not being 508 compliant.

It should be inexcusable to procure noncompliant basic products such as phone systems; photocopiers; security systems, blackberries/PDAs, and basic software (word processing, email, spreadsheet, time and attendance, travel, performance management, etc.) Find out what is 508 compliant and, for such basic products, require one of those options to be used.
